If you want to share them with others who you don't want to add to the Teams group you will need to give them access before Sharing.

Give Permission
- Open the video in Stream (from Teams click on ... to see options )
...
- Select Share
- You have options copy a link or email it directly (please note the email is sent from Stream not from your own account)
Send to External User
There is no option to share a video with an external user, The file has to be downloaded and sent (via email or you can share from OneDrive)
- Click on the video in Stream
- Click on ... for More Actions
- Select Download Video
If the file is too large to send you can upload to OneDrive and share from there
